Tunisians hope for tourism revival after revolution

HAMMAMET, Tunisia: Inside the walls of the medina market, a top draw in Tunisia’s Hammamet seaside resort, Hafedh Alouini arranges his shop in hopes of a customer.

“I haven’t made a sale in nearly three weeks,” he says, as a handful of other souk sellers lean against the stone walls of the medina, smoking cigarettes and soaking up sun. “There are no tourists. We’re just waiting.”

Tunisia’s tourism industry, the North African country’s top foreign currency earner, has ground to a halt since a popular uprising last month forced President Zine al-Abidine Ben Ali to flee and inspired further revolts through the Arab world.

Thousands of tourists were evacuated as protests reached a head, gutting the tourism sector by 40 percent in January and leading the government to launch an advertising campaign to draw people back, dubbed, “I love Tunisia, the place to be … now!”

The drop-off is no small problem for Tunisia. Tourism employs roughly 400,000 of the country’s 10 million people, and brought in nearly $2.5 billion in receipts last year – more than 6 percent of its gross national product.

Now, as Tunisia struggles to find its footing – with sporadic demonstrations choking the capital and the interim government wrestling with a surge in crime – the question Tunisians are asking is, “Will they return?”

The government is hopeful, and says charter flights from Europe started to resume over the weekend to the scenic town of Bizerte, just across the Mediterranean from Sicily and Sardinia.

Earlier this month, Tourism Minister Mehdi Houass said the popular overthrow of Ben Ali was “a good promotion” that could turn out being good for the sector. “The revolution has made our country known to the whole world,” he said. “We want to tell all our friends that they can come to Tunisia in a atmosphere of peace [and] freedom.”

But ongoing demonstrations and worries about rising religious tension could be a setback, as could violence unfolding elsewhere in the Arab world, including in neighboring Libya where hundreds have been killed.

“Security is everything,” said Kate Davis, director of the Saphir Palace hotel in Hammamet.

“For people who are not here to see that it is calm and beautiful, the news about what is going on in the region may be discouraging,” she said. “But I’m very optimistic that tourism will return in the coming months.”

In an analysts’ call on North Africa in late January, Fitch Ratings cut its 2011 growth forecast for Tunisia to 2 percent from 5 percent, saying tourism would be the sector hardest hit by the political unrest.

But it added that the economy could rebound next year if elections to replace Ben Ali pass smoothly.

For Alouini that sounds good. “For now, we’re putting food on the table in whatever way we can,” he said. “We have won our freedom – there is no price you can put on that.”

Eight UNESCO World Heritage Sites:
1. Amphitheatre of El Jem

The power and glory of Imperial Rome can be easily seen in the small village of El Jem, where the impressive ruins of the largest colosseum in North Africa can be found. This huge 3rd century amphitheatre once held up to 35,000 spectators, and still attracts and amazes thousands of people today.

2. Medina of Tunis

From the 12th to the 16th century, Tunis was hailed as one of the Islamic world’s most important and prosperous cities. Today, as witness to its impressive past, it boasts around 700 ancient monuments, including mosques, mausoleums, madrasas, palaces and fountains.

3. Site of Carthage
Carthage, founded in 814BC, became the home of an extraordinary civilisation and trading empire throughout the Mediterranean. In 146BC, the original Carthage was destroyed by the Romans who established a second namesake city, Roman Carthage, on the ruins of the first.

4. Ichkeul National Park
This World Heritage-listed national park is 30km (18 miles) southwest of Bizerte, encompassing Lake Ichkeul and adjoining Jebel Ichkeul mountain. An important bird sanctuary, 200,000 waterfowl such as geese, storks and flamingoes migrate here every year to escape the harsh European winters. Fauna include mongoose, porcupines, jackals, wild boar and water buffalo (the descendents of just one pair given to Ahmed Bey in 1840!). To help you find your way around and get the most our of your visit, there’s also an information centre, picnic tables, marked hiking routes and a car park.

5. Punic Town of Kerkouane, and its Necropolis
The remains of this Phoenician city, abandoned during the First Punic War (c. 250BC) are the only surviving remains of a Phoenicio-Punic city, and reveal some astonishingly sophisticated town planning ideas.

6. Kairouan
Founded in 670, Kairouan is a principal holy city of Islam. Its rich architectural heritage includes the Great Mosque and the Mosque of the Three Gates that date back to the 9th century.

7. Medina of Sousse
Sousse was an important commercial and military port, and typical of a town dating from the early centuries of Islam. With its kasbah, ramparts, medina (with Sousse’s Great Mosque), Bou Ftata Mosque and typical ribat, Sousse shows itself to have been a hugely important part of Tunisia’s coastal defense system in previous eras.

8. Dougga / Thugga
The town of Thugga was the capital of an important Libyco-Punic state that flourished under Roman and Byzantine rule, but declined in the Islamic period. The impressive ruins that are still visible today give some idea of the resources of a small Roman town on the fringes of the empire.



Other historic sites worth a visit include Chemtou, Thuburbo Majus, Maktar, Monastir, Chenini, Utique and Jugurtha’s Table.

INDIVIDUAL TAXATION



Tunisian residents are taxed are taxed on their worldwide income. Married couples are taxed jointly.

Resident individuals are entitled to the following allowances:
TND150 (US$110) for the family head


Dependent allowance





TND90 (US$66) (£42)for the first child
TND75 (US$55) (£36) for the second child
TND60 (US$44) (£28)for the third child
TND45 (US$33) (£21)for the fourth child
TND300 (US$220) (£142) for each child under 25 who is pursuing further education, and is without a scholarship
TND750 (US$550) (£360) for handicapped children, whatever his age or place in the family
5% of total net revenue for each dependent parent, with a maximum deduction of TND150 (US$118) per parent, on the condition that the parents’ revenues do not exceed the minimum professional wage


The following additional deductions are also available to residents:



Premiums on life insurance contracts;

RENTAL INCOMERental income is included in the aggregate income and is taxed at progressive rates. A standard deduction of 30% of gross rent is given to account for income-generating expenses.
Itemized deduction of actually incurred expenses may be used over the standard deduction if justified by proper documents.
CAPITAL GAINSCapital gains are taxed at progressive rates. The taxable capital gains are calculated by deducting the following from the real or assessed transfer price: acquisition costs and incidental expenses, 10% of the acquisition cost for each year the property was held by the owner; and improvement costs.


PROPERTY TAX



Real Estate Tax:



Real estate tax is payable annually by the property owners in Tunisia. The tax is levied at 2% on the evaluated square meter value of the property, which is determined by the law every three years.
The real estate tax will be levied on the rental income value of the property if it is less than the evaluated square meter value of the property.
The law provides for four categories of buildings, classified according to area (less than 100 sq. m, between 100 sq. m and 200 sq. m, between 200 sq. m and 400 sq. m and more than 400 sq. m).

Transfer Tax: The transfer of immovable property is subject to 5% registration duty.
Real Estate Agent's Fee: The agent's fee is typically 3%, paid by the buyer.
Registration Fee: In addition to the transfer tax, there is a 1% duty on registered real estate paid upon transfer of rights.
Contract Fee: Stamp duty is levied on all contracts, documents and agrrements that are subject to registration duty. Fee for the contract is 0.1% of property value.
Miscellaneous Registration Fees: Other fees payable (not expected to exceed 0.01% of property value)

How difficult is the property purchase process in Tunisia?

Foreigners are allowed to purchase real estate property in Tunisia. Until recently, Tunisian government officials discouraged investment in the real estate sector. Nonetheless, this policy seems to be being relaxed, though all real estate transactions are still subject to approval.
Agricultural land cannot be bought by foreigners. Leasing of (agricultural) land
up to 40 years, however, is allowed.
A preliminary contract of sale (“promesse de vente” or promise of sale) is executed between the contracting parties. Whether there are any legal encumbrances on the property should be first checked at the Regional Land Ministry.
The preliminary contract should include:
the name of the contracting parties;
address and other identification details of the property;
specification of what costs the seller and purchaser bear;
presence of tenant and date of vacancy (if relevant);
“delay of realization of sale”, whichrefers to a grace period, during which the purchaser can fulfill needed documentation and secure funding.
a deposit equivalent to 10% of the sale price is expected.
The contract is then prepared by a lawyer or a notary after consultation with the property registry services. In either case, the contract still needs to be notarized, and the contracting parties should be present.
After payment of the transfer tax and registration fee, the purchaser files an application for a title deed at the Land Property Administration, and doe a property certificate from the Regional Land Registry.
